UEFA probably didn't have much of a choice on this matter. Match day revenues are such an integral part in keeping clubs profitable. The vast majority of clubs will be falling foul of FFP until the fans come back.
As for the question of whether owners could throw money at it and make a run for promotion, probably not. The only way I could possibly see that being possible would be to bring in expensive players on loan before the start of next season and pay the full loan fee during the 12 month period FFP is paused. Any expensive long term signings are going to need a contract, so the expense will drag on beyond 12 months and effect the clubs ability to adhere to FFP.

It looks as though they are just going to amortize the figures for this season and next season and apply P&S part of FFP to the total.

Given FFP is suspended, I'm guessing it's OK to do that. Makes you wonder what would have happened otherwise. Would have been bang to rights wouldn't they?
