Why not just kick the ruropean clubs out of the competition if they cannot fulfill the dates of the efl cup matches.
Also, they all received a bye into the third round, they should all be automatically be in the away draw.

I couldn't care less about all that. Half the 0rem is in Europe these days!
The other clubs would probably try harder to win it without those clubs in it.

Totally Corrupt as is the fixed World Cup Euros champions league etc
This draw has only 2 objectives - a bit of money from the PL for us "poor" clubs and to make sure the final will be Man City or United Vs Arsenal or Spurs and a guranteed place in Europe again.
For those who saw us beat WBA in the final at Wembley it was just starting as a major cup and we were in the first Wembley final. Although it grew for a while it has been ripped apart over the last 10 years or so with clubs fielding weak team s, small crowds with ground sections closed and no atmosphere.
It deprives fans of the extra chance to get to a big ground. Luckily I watched us a few times at Old Trafford including an old First Division top of the table clash with the Stretford End in full song to Stan conducting them from the penalty spot. Those days are gone and even with a level draw will not reappear in this cup. May as well close the cup down or make it a development squad cup and concentrate onto FA Cup - but even that is going the same way of weakened teams and lack of interest.
